There is currently no legislated regulation of the steering group for a national or regional quality register. The terms used in connection with quality registers: Principal, Register Holder, Register Administrator and Register Steering Group or Steering Group are not defined in the legislation. None of these functions are legal entities in the meaning of the law as is required in order to define responsibilities and liabilities. In the following text, we have elected to use the term Steering Group and Register Holder for the persons that administrate the register centrally.
The CPDC is responsible for the register and the personal data that are collected. This means that a Steering Group of a quality register receives its mandate from the CPDC. Based on the goal of the quality register, the CPDC should draw up a mandate or directive on which the Steering Group can base their work. For example, the authorities and responsibilities of the Steering Group should be stated, and it should also be possible to see who gave the mandate to the Steering Group.
